Explosives (Fireworks) and Poisons

Storage Licence under the Explosives Regulations 2014 

The above regulations have been introduced that make important changes to the law on the sale, supply and possession of fireworks. The main changes are:

  • All suppliers/sellers of fireworks must display a notice of A3 size with Character size 16mm stating: 

'From 1st January 2005 it became illegal to sell fireworks outside of the following periods, unless you have been granted a special licence by the Trading Standards Service at a cost of £500.'

  • Chinese New Year and the proceeding 3 days.
  • Diwali and the proceeding 3 days.
  • Between 15th October and 10th November / Between 26th and 31st December.

To sell fireworks during the above periods you will require a licence under the Explosives Regulations 2014.  To apply for a licence, please download and complete an Application for a Storage Licence Under the Explosives Regulations 2014 by clicking here (PDF, 45.92KB, 6 pages).

Guidance leaflets and materials are also available for organisers of firework displays for the public, retailers selling fireworks, schools and the media, including the firework safety code.  

Poisons

The Government introduced new laws controlling the sale of products containing non-medicinal poisons to the general public on 01 March 2015.

Previously retailers of substances on Part 2 of the Poisons List specified concentration thresholds, including high strength drain and oven cleaners, were required to register with their local authority and obtain a licence. As part of the Government’s drive to reduce red tape on business, this requirement for Part 2 Poisons was abolished when the new laws come into force.

If your business currently sells the affected products and your licence expired after 14 January 2015, we no longer require you to register with us or pay a renewal fee.

We will retain your business name on our list until it is no longer a requirement.
