Early Help and Prevention data warehouse
What is the Early Help and Prevention data warehouse?
The Isle of Wight Council has created a single view of a
family with the purpose to ensure families get the right help at the right
time, allowing informed decisions for assessments, planning and intervention. This
data warehouse includes Early Help and Prevention processes including six dynamic
forms. It is accessed by frontline practitioners working with children and
families in a variety of roles across the Isle of Wight local authority and
partner organisations.
Early Help and Prevention data warehouse key points
- Data Sources: Information comes from various places like the Police, Department of Work and Pensions (DWP), Education, Parenting Support, and Youth Justice Service.
- Ongoing Development: Over the next year more data sources will be identified.
- Programme Alignment: Data is collected under the Family First Partnership Programme, which has replaced the Supporting Families Programme, and follows the Working Together to Safeguard Children 2023 guidelines.
Single View of the Family
The Single View of the Family portal is for Lead and Linked Workers who support families on the Isle of Wight. Each worker has a different view of the family:
- Lead Worker: Accesses all information to assess, create the plan with the family, and coordinates family support.
- Linked Worker: Accesses relevant information to support the family and works with the Lead Worker.
- Social Workers can also use the portal if children are involved with Children Social Care (Tier 4) or referred to the Multi Agency Safeguarding Hub (MASH). Enabling the right level of support to be decided upon. They can see what the Lead Worker sees during their involvement with the family.
Social Workers working with families in Tier 4 must complete a step-down form on the Early Help and Prevention data warehouse. This form enables a request for continued support at a new tier level or through the Multi Agency Early Help and Prevention referral hub. Social Workers ensure families consent to Early Help support and provide the latest family assessment/plan. This helps the new Lead Worker understand the family's journey, reasons they were open/closed to Children Social Care and ongoing support needs, so families only need to tell their story once.
Dynamic Forms
The Early Help and Prevention data warehouse has six dynamic forms in the Single View of the Family portal. Lead Workers need to complete forms relevant for the children and families they are working with.
The six dynamic forms are:
- Early Help Tier 2 single agency assessment
- Tier 3 Targeted Early Help assessment and Family Progress Tracker
- Family Plan and Family Plan Reviews
- Closure Record
- Step Down Forms for Children Social Care (Tier 4)
- Multi Agency Early Help and Prevention Request (previously called Request for Supporting Families)
How to Access Early Help and Prevention Data Warehouse
If you work with families as a Lead or Linked Worker and need access to the system, email iwcsentinel.support@iow.gov.uk to request it.
Once this request has
been made the following actions will be completed:

Your
initial request will be considered, if approved you will be sent an email
from the Family and Community services team with a Memorandum of
Understanding (MOU) attached.
This MOU outlines roles and responsibilities of Lead and
Linked Worker roles.
- You and your manager must sign the Memorandum of Understanding (MOU) and return this to us.
- Once received and counter signed your access to Early Help and Prevention data warehouse will be granted.
