Examination Overview

Submission

The Isle of Wight Local Plan, the island Planning Strategy 2022-2037 was submitted to the Secretary of State for independent examination on 31 October 2024.


Inspector

Mr. David Spencer BA(Hons) DipTP MRTPI and Mr. Andrew Steen BA(Hons) DipTP MRTPI have been appointed by the Secretary of State to carry out the independent Examination of the Island Planning Strategy.

The Inspectors’ task is to consider the soundness of the submitted Plan (para 35 of the National Planning Policy Framework December 2023) and whether it has been prepared in accordance with the legal and procedural requirements.

Plans are sound if they are:

  • Positively prepared – providing a strategy which, as a minimum, seeks to meet the area’s objectively assessed needs; and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development;
  • Justified – an appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence
  • Effective – deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground and
  • Consistent with national policy – enabling the delivery of sustainable development in accordance with the policies in this Framework and other statements of national planning policy, where relevant

Programme Officer

Louise St John Howe has been appointed as Programme Officer for the examination process. Louise is an independent officer working on behalf of the Inspector to organise and manage the administrative and procedural parts of the process.

Louise’s role is to be the point of contact for any person who has an interest in the examination of the Island Planning Strategy and act as a liaison between the Planning Inspector, Isle of Wight Council and people who have commented on the IPS.

Any matters that people wish to raise with the Inspector should be done so through the Programme Officer using the contact details on this page.

Hearing sessions

Isle of Wight Local Plan Hearing Sessions

The hearing sessions of the Isle of Wight Local Plan, the Island Planning Strategy, will take place over the following three weeks:

  • Week One: Tuesday 25 February 2025 to Friday 28 February 2025
  • Week Two: Tuesday 4 March 2025 to Thursday 6 March 2025
  • Week Three: Tuesday 18 March 2025 - Virtual Reserve session

All the hearing sessions in Weeks One and Two will be held in the Isle of Wight Council Chamber, Floor 4, County Hall, High Street, Newport, Isle of Wight, PO30 1UD. The reserve session in Week Three on 18 March will take place virtually if the session is required.
