Local Planning Authority (LPA)

The Local Planning Authority supports the delivery of this key outcome in two main ways:

  1. Determining planning permission; and
  2. Through the policies and land allocations for housing in its local plan.

Policy compliant applications will provide at least 35% affordable housing (currently usually provided at a 20% discount on market sale/rent), so the larger the site the greater number of affordable homes.


Planning’s role in facilitating housing developments

In order to facilitate a supply of affordable (and/or specialist) housing, the LPA is dependent upon private developers / landowners to submit planning applications.

An up-to-date local plan with housing allocations can help give certainty to developers and investors over progressing sites, as does consistency of decision-making from the LPA (and that’s both decisions from officers and the Planning Committee).

Compliance – Procurement, planning and legal

  1. The Isle of Wight Council must comply with its legal duties in relation to procurement and securing best value. The Councils Procurement Strategy set out the processes it will follow. This includes advertising contract opportunities in accordance with the relevant requirements. 
  2. Any opportunities to purchase council land for residential development will be advertised publicly through reputable estate agents.
  3. All transitions will seek to ensure that best value is secured.
  4. The Local Planning Authority will provide a pre-application advice service. This is the stage before submitting a planning application. A Planning Officer will provide advice about your proposed application. The fees and guidance for these services vary depending on your application and can be found on the councils' website.
