Council tax bands and the valuation list

The Valuation Office Agency (VOA) keeps a list of all dwellings in England. The VOA assigns each dwelling on this list with a council tax band. They do this based on what the market value of the dwelling would have been on 1 April 1991. If the dwelling did not exist on 1 April 1991, they assume what the market value might have been.
