Assisted home to school transport Post 16 for a child with SEN
Councils have a duty to prepare and publish and annual transport statement. This explains what transport and travel arrangements there are locally for pupils of sixth form age to get to further education.
This guidance is published on the 31 May each year for use from September of the same year.

There is no legal requirement for the local authority to provide free or subsidised travel support to young people of sixth form age.
Information for all Post 16 students age 16 to 25 years
Speak to your school or college student support service to find out if you are eligible for transport costs from the 16 to 19 Bursary Fund. You must do this before applying for travel support from the council.
- only complete an application once your place at a Post 16 education provider is secured
- you need to complete a new application for each academic year
- you will be assessed on the policy which relates to the academic year your are applying for
The deadline for transport applications is to make sure we have time to process applications before the start of the academic year.
We’re can't guarantee that transport assistance will be in place in time if your application is received after the deadline.
Young people under 19 years
Sixth form age refers to young people who are over age 16 but under 19. Or they are continuing learners who started their programme of learning before their 19th birthday. They may be in National Curriculum Years (NYC) 12,13,14.
Young people over 19 years of age with an Education Health and Care Plan
The council has a duty to encourage, enable and assist young people with severe disabilities to access education and training.
They would not be charged for local authority arranged transport if:
- have an Education Health and Care Plan (EHCP)
- are between the ages of 19 and 25
- have no other means of transport
- are attending a course that they started after their 19th birthday
- has been deemed eligible for local authority assistance
How much do I need to pay?
2024/25 academic year
This charge can be paid in full, half termly or termly instalments.
Information on how to pay will be included in your eligibility confirmation letter.

- you will then receive an additional supplementary form to complete
- complete both forms by Friday 14 June 2024
What evidence do I need to provide?
If you are applying for transport assistance you will need to provide evidence to support the request. The evidence must show:
- that it is necessary for the local authority to provide transport so to facilitate attendance
- that without transport assistance the student will be unable to attend the educational placement.
If you are applying for transport assistance under low income criteria, it is important that you provide the additional evidence that confirms eligibility to one of the qualifying benefits.
