School transport procurement - taxi and minibus
Home to School taxi and minibus services 2026 – taxi supplier information
The Isle of Wight Council’s current Dynamic Purchasing System (DPS) for home to school taxi transport will expire on 31 July 2026.
We are preparing to launch a new procurement process for a replacement framework which will cover home to school transport services from June 2026 onwards, for the academic year commencing September 2026.
If you are a licenced taxi or private hire operator and are interested in bidding for future work, further details will be shared in the coming weeks and months.
Register on ProContract
You will need to be registered on the ProContract portal to access the opportunity. Registration is free and allows you to access tender opportunities published by the Council.
Accessing the opportunity
Information about the 2026 Home to School Taxi and Minibus Services opportunity will be published on Proactis. This includes access to the Pre-Market Engagement Questionnaire (PMEQ) and future procurement updates.
All formal procurement documents and communications will be managed through the ProContract portal
Key dates
Current DPS expires: 31 July 2026
New framework services begin: June 2026 (for a September 2026 start)
PMEQ release: October 2025 now live
Supplier, in-person engagement session: January/February 2026 (estimated)
Important notes
If you are already registered on the ProContract portal, you do not need to register again. However, please note that registration alone does not guarantee inclusion in the new framework. All suppliers, including those currently on the DPS, will need to apply to join the new framework once the framework is advertised.
- It is expected that most current contracts will need to be retendered under the new framework arrangements.
We understand this may raise questions, particularly around continuity of service and relationships with families. We ask all drivers, passenger assistants and suppliers to be sensitive in how they communicate with families during this period and to avoid making assumptions or comments about future arrangements until formal updates are provided.
Updates
This page may be updated with general information relevant to the upcoming framework, such as reminders about registration, engagement timelines or non-procurement-related notices. All communications and documents relating to the procurement will be managed through the portal
